That's actually incorrect ... we aren't actually shooting for a specific number of invites in any given phase, we are looking for specific levels of server population at various points during beta to test different aspects of the game (both tech and design). Based on our experience, we "think" it'll be ~25K invites, but it could be fewer, and it could be significantly more.
Community members, both here and on all of our fan/affiliate sites, seem to get frustrated at the lack of "hard answers" to things like beta access, release date, etc ... but ... based on our experience, we know that committing to specific dates, hard #'s, etc, are destined, despite our best intentions, to be proven wrong. As Brad has said repeately on the boards, building these games is as much an art as it is a science.
We remain committed to giving you the best information that we can - and in many cases - the answer is "we don't know, exactly".
