New lower leveled quests in New Targonor - Vanguard TACT ************* (doomcookie)

All of the quests in New Targanor are at least tier 3. The dock has tier 3 quests (Mad Mad Montebon and Gurt for Grog), but the rest of the city (including the slums and the temple) are tier 4 and 5.
