The 4-dot APW level 47 NPCs were hitting me for 1500 or so while the 2-dot ones were hitting me for 300. That's as a lvl 44 warrior with pretty sub-par gear.
I see nothing wrong with the abilities on the NPCs so it's, more than likely, just a matter of a 2-dot NPC being a pansy and a 4-dot (admittedly, on the high-end of 4 dots) being where we want 'em.
