A slider for particles currently exists on the Test server and should make it in in the next Live patch; it apparently missed the patch notes but will see what I can do to get it added http://www.silkyvenom.com/forums/images/smilies/smile.gif
Setting it to 0% turns off all player/npc initiated particle emitters. It will probably take some fine tuning but it is a start http://www.silkyvenom.com/forums/images/smilies/smile.gif
