I have the exact same problem! I abandoned my first writ (the human writ from the Cleft) because I couldn't find one of the guys, and now no petitioner anywhere will give me a writ! Not even the nightly restart seems to clear up the problem.
Any clue what's going on or when this might be addressed?
[edit] Well, my problem seems to be more severe since I can't get writs from anywhere...
We have a good idea what happened.
