Can't find the quote, but no landscape in Vanguar is randomly generated. And I think these "high quality" screens don't look too great because of the lack of environment shadows/bloom/etc, which are on the way.
That's true -- everything is hand crafted. Other games with smaller worlds, non-seamless worlds, etc. can sometimes spend more time hand crafting a given area, but all of Vanguard is hand crafted, including our mini-dungeons and outdoor areas.
