Well, I think I understand what you're saying, though the "test it properly" kind of comes off like the people currently trying to get it to work are doing something wrong. I'm certainly open to any suggestions you have, if you can think of something we're missing.
I don't think you're doing anything wrong. Something is definitely amiss there.
The intended order of operations is:
- Do either Ashes to Ashes or Dust to Dust to spawn either the Sun or Gold Court.
- Pop over to the Court you spawned and bring up either the Votive or Orb lever.
- Enjoy the Votive or Orb, which makes the pyramids much easier the next chunk over.
As near as I can tell, the Ashes/Dust parleys are not spawning the Court.
