I'm pretty sure that SOE assisting with things that are outside of the realm of actually programming/design/art/audio etc, is completely out of the scope when we say, "Development".
SOE, of course will do all kinds of fancy things to actually draw in the players. Sigil will be the ones who keeps them playing.
