I found him after doing one of the writs in the temple. After reading about the 500 points to change houses I just couldn't put my self up to doing it yet not knowing if the other house rewards had gone live yet. I may go and work on getting more city diplomacy first just in case I choose poorly. Liftted.
All House quests that are missing are coming in the next couple of patches. The rewards are comparable but personalized based on the House's unique personalities.
