Triceritops are definately supposed to be able to duel wield halbards and I can only seem to get him to equip one in main hand.
Due to graphical limitations we had to supplement the offhand with a mounted cowboy.
He utilizes a Colt .45 revolver.
Should see this change go live in the next patch.
