Not a bug, as it turns out.
There are 4 cards which give you 2 of one primary color, and 1 of the "complimentary color", while giving the opponent only one of the primary color.
There is an alternative card set of these for each Expression type, however, that gives 2 of the primary color, and the opponent one of the primary color and one of the complimentary color. The difference is this card has a lower refresh timer.
The first type of cards are: Blunt Evaluation, Line of Reasoning, Hand Over Fist, and Friend of a Friend.
The alternative cards are: Fan the Flames, Maze of Logic, Higher Purpose, and Extol Virtues.
