High Elf Horse Quest - bugged or am I missing something? - Vanguard TACT *************

I'm looking at the horse quest in Veskal's Exchange and not seeing an issue. You hailed Morawen Achald and he didn't have the quest? If you give me more information, especially the wiki link or whatnot you are following, I can see if there is a bug involved from the level changeover.
