ALL the cards that you are NOT seeing are accounted for in the missing data. Once we go live with the Update 3 patch (or very possibly sooner, I don't know our patch schedule to that level of detail) some of these cards will pop right out, and others may take a while to find.
My first assumption that some of the cards are on rare mobs should still be valid, though you have already found some of the ones I thought were fairly rare, so even that may not be true.
