Not even close - how much of a performance boost is debatable but XP pro can definitely address and use up to 4 GB ram

Straight from Microsoft's site ( and many others will show you the same )

You can use /3gb in the boot ini file to allow applications to use up to 3gb otherwise it stays at 2gb for apps and the rest for XP - XP either way sees the full 4gb and can use it if pushed enough and with correct settings

Windows NT 4.0: 4 GB
Windows 2000 Professional: 4 GB
Windows 2000 Standard Server: 4 GB
Windows 2000 Advanced Server: 8GB
Windows 2000 Datacenter Server: 32GB
Windows XP Professional: 4 GB
Windows Server 2003 Web Edition: 2 GB
Windows Server 2003 Standard Edition: 4 GB
Windows Server 2003 Enterprise Edition: 32 GB
Windows Server 2003 Datacenter Edition: 64 GB

What's interesting is that the latest 32 bit build of Vista (the one release 9/25) only shows 3 gigs in a 4 gig machine. I would have thought you wouldn't have to put /3gb in the boot.ini file, but I'm going to check that out.
