Some civic npc buged in Leth Nurae - Vanguard TACT ************* (Aruspex - SGO)

These npc are on academic presence.

Bug : When winning a parley with them, there are no lever modifications, and we don't receive any academic presence (made 30 parleys with them).


This is part of a larger issue with Civic Diplomacy in Leth Nurae that is under investigation.
