After I finished Caia figurehead in Southwatch, the quests just stop there. I did not receive Mara figurehead quest from that NPC. I tried to hail him and he did not give me any quest. And then I go back to Konarthi Point and get the next step of quest, but no Mara figurehead quest.

What level are you? The Mara figurehead requires a more advanced knowledge of carpentry than the Caia figurehead.
