Sigil does indeed control and own these forums (Glip and I being the moderators). The reason we don't use an extensive rank system is because we like to maintain a sense of equality, and it visually enforces the fact that no matter how long you've been a member, or how much you've posted; you're all equal. When these forums get shut down and the game launches SOE will run technical support forums, the community forums will be available and available to all of our affiliated fansites, who already have their own forum structures.
