I can answer a few of these.

In game GM support will be 24/7, we're pretty close to that as is in beta already. Out of game technical support/CSR chats will be conducted by SOE, and will more than likely follow their regular hours for their CS department.

Forums will be available for tech support only and server related announcements.

GM's per server will be as many as needed really, with different populations/playtimes and other factors it makes it difficult to give an estimate, however, we will have an extensive guide system (called the Crimson Fellowship) that will be assisting in lower level petitions to help relieve strain and expedite petition response times.

We already have a working petition system, many people familiar with other games will be very comfortable with ours.

In addition to just in game support we (Sigil) will host in game events as our Guides (Knights) and GM's have access to a wide array of scripting tools for creating verbose and detailed events.

So general rule of thumb, if its out of game its SOE, if it's in game its Sigil, but we will and currently are working very closely together to provide the best and most accurate support to the players.

Our head of CS is Michelle Butler (Elionia), she was head of CS at SOE for some time and is very passionate about serving the players as quickly and accurately as possible while providing a fun and interactive environment between the GM staff and the community.
