Stronger communities form around the sites that are not owned by the company. And in terms of splitting the playerbase up, absolutely, there's more of a sense of ownership when its not one giant hub, but rather a dozen or so moderately sized hubs with their own communities.
Also, its much easier to go to each affiliate site and listen to a few hundred people at a time than try to listen to a few hundred thousand at the same time on the main forums.
Before coming to Sigil, I ran a large EverQuest fan site for a number of years. I've seen first hand what can happen when players are the ones in control -- and for this kind of stuff, there's just no comparison, their best (i.e. the affiliates) always come out on top.
