I'm running an AMD Athlon 3400+ and 1 gig of RAM... recently got an ATI Radeon x1950 Pro (for less than $200 even) and I can run VG at the highest quality setting with only little issues in massively populated areas (even then endurable and worth the quality). Modern game engines highly utilize the GPU more than just about anything, so a video card upgrade will get you the best performance increase.
Very true. GPU is #1. Then ram, both how much you have and how fast it is. Believe it or not, CPU is not nearly the biggest issue. We've offloaded as much as we can to the graphics card (and also a sound card like the Xfi, btw), and then we alos move around a lot of data in RAM, so more RAM, a faster FSB, pci-express, etc. all help a LOT.
