Well yes, it happened to me on all the listed servers. All of my characters have had these issues except for my dwarf toon which was on Infenium EU and was able to chunk to most zones surrounding Bordinar's Cleft (like Three Rivers, Tursh and Leth Nurae).
Most of the other chars were either Wood Elfs or the humans that spawn near Khal - forgot the exact name of that race .
