No. Basically, how it works is this:

Every time you win, the degree of victory counts up a hidden counter for that Station. When that counter hits a goal number, you get a Presence increase. Nothing decreases that number, and this only applies to Civic parleys.

Worth repeating: ONLY Civic parleys will give you permanent Presence upgrades.
