you don't need to have your soldier baton equipped to finish the quest, only to speak with the sheriff for the parley.

i am so sorry for all your troubles :/ i really don't know. i looked over it again today to check myself but i haven't found anything amiss. we have experienced a random bug where players who try to abandon and retake a quest seem to be barred from completing it, but this doesn't fit that scenario. generally, they are unable to take the quest again, or do one of the parleys. no one has experienced your bug where you have all the quest objectives and the quest just won't complete.

do all of the quest objectives show up as complete in your journal? all that you should need to complete "face of death" with sherrif bilstro is the ring and having spoken with feck. once you complete "face of death", you should be able to complete "untimely demise" with redria. everything seems hooked up right.

an alternative for you so that you can continue doing diplomacy is to accept the alternative newbie quest from redria. she'll send you to parley with some dwarves near themnwar's shield where you can grind your dip to 40 and when you do, they will give you all the major rewards for the questlin.
