Try Hreldgor Tjelad in Tahean's Vengeance in Vault of Heroes. I realized that I forgot to add it about 5 minutes before they pulled the data for live so I had to create the quest quickly and attach it to some NPC. He was the only guy that I could think of in the neighborhood so it's on him for now

It wasn't included in the patch notes because I have no idea if I got it in before the data was pulled; was about as last minute at 5am in the morn as it could have been
