Add content, add quests, but Civic Diplomacy as the only source of diplo XP is a grind torture.

Every time you complete a quest you get a large amount of experience - equal to about 2/5 of a skill point. At fifty skill, that's about 2 parleys worth. At 300 skill, that's 10 parleys worth of experience.

The experience you get is based on the level of the quest, so don't think, however, that you can wait until skill 300 to get phat exp33z from a low-skill quest.
