Check your space in your inventory. The quest has you carrying a bunch of items to deliver to various NPC's, and if you don't have enough space, it won't let you accept it. You need 4-5 free slots.

And yes, I work for Sigil. I am also responsible for the horrible beasts that are the horse quests. (And, yes, my name being Lindsay, I am a she.)
