This is indeed the case. All protective fighter attacks have a significant hate bonus on them. Even offensive attacks have extra hate modifiers.

That said, the 40% bonus to hate was added to your defensive form. I will varify that it is still working and if not then I will fix it.

As part of the tweaks, hate generation is something I will be looking at.
