No, the clouds move and you can actually fly up, if you have a flying mount, and fly THROUGH them -- they are volumetric.
The reason they didn't appear to move when the time of day went from day to night is that I did that with a client side GM command -- I forced it to suddenly be night from day -- this changes the time of day but doesn't move the clouds -- they continue to drift at their normal speed.
There are commands that will go through and entire day/night cycle showing the clouds move, the sun come up, go down, the moon come up, go down, go through its cycles, etc. Plus weather will move around in systems.
We'll definitely make that part of one of our movies -- have a couple of days fly by over 10 seconds or something --- it's pretty impressive.
