Something like this on Quilia thats centered around Missunderstood race faction would ballance it out.

The faction based content in Afrit will favor the same races that take a hit in CW. It most likely won't be as large of a numerical swing as there is in CW since there needs to be more room on the high end before the faction cap to squeeze stuff in, but the faction difference there will swing in favor of the 'misunderstood' races.
