I realize that casters need stats; I played a fairly high level one in beta before I started here
The DPS on caster staves and wands go up by default; I spend none of the points that an caster item has on that DPS. So, while a meelee weapon actually needs some of it points spent in dmg/delay to put it's DPS effectiveness on par with better weapons, that do not need to occur on a caster weapon. As such, ALL points on a caster weapons are almost always spent purely in attributes, expendables, resists and modifiers.
Increasing DPS on a wand and stave is only the result of the default damage of that weapon type increasing as the rarity and level of the weapon increases. I will repeat, all points are spent solely in attributes, expendables, resists and modifiers.

Melee damage is all about getting a bigger, better weapon and get more stats to support that.
Caster damage is capped at what the spell gives us, so in the long run the only way to upgrade is with stats.
Now if I could go out and find myself rare, epic, legendary or heroic spells and upgrade my damage that way I would not feel this bad about the items I see as quest rewards.
For now VG continues the path most MMO's took in that they all launch with bad itemization for casters and that it takes some solid "discussions" to have the devs adjust for this design error.
