Unfortunately right now, we don't have the functionality to be more specific about when people "lose" a parley. We are trying to get this support as it effects a few different systems we are working on.

For right now though, we will probably remove failure consequences for writ-giver parleys, because you are all completely right, you should not be taking penalties for writ givers despawning during your parleys.
