I am going to update the quest objectives to make the Ca'ial Brael internal writ a little less of a puzzle, but you need to find the raki Sunstalkers around Ca'ial Brael and get the evidence from them before you can speak to Warden Sal. They are dressed similarly to Karfax and hidden in similar spots to where she is standing.

I am also moving Warden Sal so that she doesn't pop in and out as much.

And thanks. We are going to be implementing events at the end of the writs in the future so that you do actually get to see Tanvu thrown under the bus. We wanted to get the gameplay in as soon as possible though.
