Theoretically, our build team checked in some fixes for us this morning.

"Elves Against the East" should now end at Queen Ilyia.
Vhaloria should now give out her poem in the Kojan horse quest.
The final questbit and traveljournal in "Procuring Leverage" should now point to Administrator Dallaraz in Pankor Zhi.

These sort of fixes (outside of a patch) are a bit volatile, so I could only get them to fix the most critical things. They're also not guaranteed to go through, but hopefully, those things should be working for you now.
