Chest, and Leg pieces provide the biggest bonus to presence from information turn-ins, so it would make sense to have those slots have the minor (but nice) 'special ability' because it requires sacrificing a very large amount of presence to get. The held/jewlery items needed the most work on providing large presence values so they give a nice bonus to presence (which can combine with the already nice chest/leg values from turn-ins to provide higher tiers).
