The Graystone one (level 46 Heroic) should at least have better stat than these (level 40 Heroic).

I am not sure how you are going to scale the mods but how close should a level 46 Heroic be when compared to level 40 Legendary?

Math-wise the mods should be 156/131 x 38 = somewhere around 45, ie. +45 bow/archery/awareness.

Also, this level 43 Heroic crossbow is also without any mod:
Crossbow of the Hawkeye | Vanguard @ Curse

Maybe it's time to tweak all 40+ Heroic+ ranged weapons?
