My point is, it seems like Silius and kwags design two different games in the way they contradict each other. A lot of artificers took Silius at his word, and have been grinding faction, turning down caravel orders, to get the exp and faction we assumed we needed for galleon quests.

Galleons are T5 content, and wouldn't you assume that since the outfitters and blacksmiths have found their galleon items, that the rest should be available? Especially after a dev claims they are in game and available?

Actually, when he posted that, they were in game. I had to remove them because of changes the content team was making to areas where the quests sent you.
