Please take a look at the Little Diplomacy Cards thread to get some ideas to pass along to the UI guys. The issue was solved by players in few hours. I don't think any feelings would be hurt if those ideas were integrated into the defauilt shell.
Also, almost everything in the game can be managed with /slashcommands. Could you look into having the coders expose the card loading command to players. This would be a hack until saved decks are available, but would go a long ways to making deck management bearable.
I imagine it would be something like:
/parleyloadcard
Then we'd have decks "saved" in our macros. Why push for this? Because looking at the current UI, there's no similar option to saved decks anywhere. So to create a saved deck interface will be a major UI addition, and will probably be a long ways off.

First off, yes, the .xml file does contain the same ability to change how many cards per line that we are going to change in code.
As for slash commands, I'll put them on the list.
