It sounds like many of the situations are simply that a number of the NPCs have old decks on them. As we continue to update the decks (a monumental task, let me tell you) these weird cases should start to disappear.

Drop names of NPCs who you feel are using the old decks, a good indication is if they do not have a racial card and a station card (Examples: Thestran Leadership, Crafter's Criticism)
