Something to note the current frequency of complications is what is ultimately intended. This change makes the frequency look at the recipe level as a reference point making station skill more powerful.

Understand that the current rate is in no way bugged, this change was meant to make station's bonus more powerful and give us per recipe control instead of just curve control.
