It would indeed be nice if the message was more specific, but unfortunately it is currently very generic.

All the Qalian level 35 organization quests are assembly-based, so you are given a good amount of items when accepting it.

To make certain, try having 7 or more slots open when accepting it. You should only need 6 though.

If this is becoming a common problem, the quest text can be altered so the player is fully aware they need a good bit of space.
