I'm guessing because the one set is just Soldier presence, while the other set is both noble and domestic. In both cases you are getting the same amount of presence, just with one set it is split into 2 different stations.

Wrists are being discussed for "special item" types. I can't comment further on that yet.

Absalon is correct on the second part. Dual- and tri- Presence clothing items have less per Station, because their points are spread amongst multiple stations. Gloriann/Sahari Jaddai/Hai Fang Su Li clothing comes out to 2064 Domestic Presence at the high end.
