Sand Running chat spam is fixed for a future patch. Look for the patch note:

- The Afrit Civic Diplomacy benefit Sand Running no longer produces text over and over in your chat window.

The /camp issue is a known one. Since you, the player, are casting the buff on yourself as long as you remain in the city area, it assumes you are still playing and stops the /camp timer. The solution right now is to simply leave the immediate area of the city.
