One of the "unannounced" features coming to Update 2 is an balance pass on the refresh timers of almost all Diplomacy cards (NPC and PC).
A purpose behind this change is to pave the way for the increased functionality of variable Influence (the number in the top-right corner). Also, re-balancing the Refresh timer is intended to compensate for the increased choice made available when we increased the number of cards you can put in your Strategy.
Our card graphic for Diplomacy is also undergoing changes in Update 2 to accommodate more double digit numbers (like a 11 to 12 refresh time on a "very long" flagged Reason Evaluation).
Cards have been standardized to match an average timer by card type, then a modification based on the expression type of the card is applied to it.
With this change, the value of an individual card will change depending on your strategy. Evaluations now take a much longer time to refresh, thus making purely self-sufficient decks more challenging to field.
The order in which cards on average will refresh are now (from shortest to longest): Assertions, Comments, Repeals, Rebuttals, Evaluations.
Some example numbers (and I will be throwing up a complete chart at Fan Faire for those who come to the panel) are:
Demand Assertion (tiny) 2-2 refresh
Reason Evaluation (average) 9-10 refresh
Inspire Repeal (long) 6-9 refresh
Flattery Comment (short) 2-7 refresh
