Ok, I figured I'd jump in here, and let you know WTH the designer was thinking.

When each sphere was given the task of coming up with the resource requirements for the Guild Hall, I took a look at the possibility of requiring only mid- to high- level resources for the Hall, which is essentially what Crafting and Adventuring is contributing.

I decided instead to require a range of resources for the Hall, to encourage players who were not crafters or higher level adventurers to be able to contribute to the construction of the Hall.

At no point was the intent to make the construction of a Guild Hall a "quest" in the traditional sense. Each sphere needed to contribute resources. The primary resources for Diplomacy are Information and Baubles. The most expedient way Vanguard has to convert a lot of required materials into one item is through our quest tool, which is why I went this route.

The coder responsible for Guild Halls and I further discussed the possibility of squatting and such and he suggested we use the Diplomacy item, which was already themed as a "permission slip", as the gatekeeper on the land itself.

Since this is a fantasy medieval world, it didn't seem implausible that land was a protected and entitled resource, just like in real feudal societies.

I stand by the Information requirements, and already lowered the bauble requirements as they have a different role in Diplomacy than Information.
