I think you are putting too much weight on individuality though clothing. While it does make someone stand out (or blend in,) that isn't the only factor; how that character runs, how big (height, weight) they are, what their idle animations are, and their overall body structure play a very large part in that. IMO, it's more important than what they are wearing. Do you honestly think clothing is really THAT critical in making someone more unique than anyone else?
Also, what's the point of tons of different clothes when you can only wear one set at a time? Will Vanguard be set up such that you change your clothing once a week?
1. From a production standpoint you get in your basic animations first and your specific (given what we're talking about, unique racial animations) last. It just makes sense that way and is how we approach development. I'm not saying our production methodology is the only way to make an MMOG, but we *have* done this before and arguably have one of the most, if not the most, experienced MMOG development team.
2. Yes, in an item-centric game like Vanguard and given the pride people take and the sense of accomplishment they get in earning rare and exotic items, I do think it is *that* important. The more sets of gear that show up in game the better. The closer we can approach a 1:1 ratio of items to how those items are displayed in-game the better.
3. You are going to be changing clothes actually a lot. First, just in adventuring, situational gear is a big deal, especially at high levels. How you configure your character given the region, dungeon, encounter, etc. is going to be key to success, especially in harder areas (talking about both core and raid content mostly). Then you have the different spheres. You're going to be changing outfits when you change spheres. When you switch from adventuring to crafting, you are going to want your best harvesting or crafting gear on and wielded because it's going to matter, combined with your skills and abilities and your decisions, in terms of your success. Same with diplomacy -- diplomacy gear is totally different than adventuring gear -- magical diplomacy gear will increase your chance of success in influencing the mobs you are parlaying with. You may want to put on your aristocratic gear, or your underworld gear, etc., depending on with whom you are parlaying. Switching gear and having multiple sets of gear is much more important in Vanguard than it has been in other games. Players are expected to have multiple sets of gear, and not just for the different spheres -- when you die to a high challenge level mob, you may have to CR, and since your saddlebags and such on your horse are soul bound, you'll need them unless you want to do a naked CR.
