WoW is the only game I can think of that changed PvE as a result of changing PvP, and that game was advertised as big on PvP from the start.
PvP balance doesn't have to harm PvE balance, despite what you've read.
Some games didn't completely seperate the combat formulae and mechanics between PvE and PvP. This meant that you couldn't (at least easily) adjust the power (or nerf) a class in PvP without affecting PvE or vice versa. In Vanguard, we're designing it seperately to insure we can balance both without messing the other up.
