This was true for most of the popular EQ1 XP zones. (Perhaps with the exception of "The Overthere" where some high level guards "dragoons" would mess with the good aligned players. The fear of those guards is legendary ... just get ud a DE CLE and all will be well!)
But these zones were not really the best. You would get sad drops, medium xp but a lot of safety and easy groups.
If you wanted loot and super xp, you would need to find your way into some remote dungeon. (Pop changed this a bit with zones like Paludan Caverns with insane and easy xp). I hope that Vanguard will evolve in a similar way (not the PC part).
If quests lead you from your starting point on a tour of the world, and each tour is different, then those players might never meet. But if the world is left alone to evolve, then I think it will. So the question might also be: Will the questlines put players on rails, or will we be "free"?
Vanguard will have both kinds of quests and more. They're definitely not mutually exclusive and a mix I think is the way to go. Having only one type and not the other (or vice versa) leads to issues we want to avoid (some of which you accurately cite above).
