however, I am wondering about the 'seemless' portion of this. Unless minimum system requirements are extremely outrageous, wont there be a load time involved with a complete refresh of the 'sphere of influence' information (for lack of a better term) upon porting?


Actually, no, because you're most always be porting from one ocean area to another, which has virtually no assets -- if we do it smart, it won't be a problem at all.
