But the reason you pay money for expansions is because it's a big shipment of content (hopefully) that's well worth the money, that's why people pay extra for a big expansion.

Yes, your monthly subscription goes to the live team who will be adding new content as well as balancing the game and revamping existing content to keep it fresh.
