You have the tactical element but that only goes so far and can make balancing hard if you dont have good class overlap and require the use of tactical abilities to much.
The only reason wow isnt that challenging for most people is they have massive mudflation.. i doubt VG would be hard either if they raised the level cap every few months and just kept adding lvl 50 content even when people are already lvl 60... thats essentially what wow did, exceptions being the bleeding edge zones were hard when they were released.
I hope VG turns out challenging but not punishing... i enjoy challenge, i dont enjoy being punished for messing up... it will be interesting to see if they can pull it off without instances to help and prolly without as many scripted encounters as wow used to make fights themselves really hard.
That's the plan yes, and it's certainly easier said than done, but based on beta so far, we're pulling it off.
